The Western Provincial Health Authority (WPHA) has embraced a significant reform of health service delivery systems and is seeking experienced and visionary professionals for the following executive positions to lead efforts in delivering quality health services across the Western Province.

Western Provincial Health Authority comprises more than 200 health care facilities distributed across the province. These positions are based in Daru, Western Province.

 
DIRECTOR CORPORATE SERVICES


Reporting to the CEO, the Director Corporate Services is responsible for the corporate and management functions of Western Provincial Health Workforce as well as management of finance, assets, staff remuneration and performance, information, contracts and medical supplies.

Key Responsibilities:
 
  • Support the office of the CEO through the management of all corporate functions within Corporate Services Division ensuring regulatory compliance with all relevant Legislation
  • Lead, manage and coordinate planning, budgeting and financial management,
  • Oversee Human Resource Management (HRM) services
  • Ensure effective management of other corporate support functions
  • Ensure adequate resourcing to enable the implementation, effective management and technical oversight of a Health Information System which meets the requirements for WPHA monitoring, evaluation and NHIS reporting
  • Lead commercial support (outsourcing) arrangements, pursuant with Central Supply and Tenders Board procedures and provide recommendations to the Executive Management on contract management control measures
  • Submit to the Executive Management, CEO and the WPHA, quarterly and annual report addressing management activities, policies and corporate performance for the previous calendar year.
  • Prepare financial statement and reports for review and for submission to Department of Treasury
  • Professionally lead, manage and coordinate performance appraisals for staff, pursuant to their Job Descriptions and Organizational Performance agreements
  • Provide strategic advice and direction in areas of management, human resource development, staff disciplinary matters, information management, asset management, payroll systems, and other corporate issues to the CEO
  • In close consultation with Chief Executive Officer, Director Medical and Nursing Services, develop the five-year corporate and other support plans for health workforce, training, financial management, Information communication & technology, health assets and facilities maintenance, procurement, and workforce for the PHA and ensure effective implementation in accordance with the set time frame.
 
DIRECTOR CURATIVE HEALTH SERVICES


This role oversees the daily management of medical services in Western Province and is responsible for directing curative services by providing leadership in clinical governance, professional affairs, continuous quality improvement, and patient n care and safety

Key Responsibilities:
 
  • Oversee the operational functions of provincial and district hospitals, urban clinics, health centers, and aid posts to ensure the delivery of high-quality curative care services.
  • Maintain a high level of working relationship with the Director of Public Health Services, Director of Corporate Services, Coordinator of District Health Services, and the management of church-run and NGO health facilities.
  • Manage curative services within Western Province to achieve optimal patient care outcomes by providing effective leadership, expert advice and opinion to aid diagnosis, management and treatment of patients.
  • Promote quality care through establishment and implementation of clinical governance framework and committees, service monitoring & evaluation and patient feedback, complaints management, protocol development, staff supervision, and continuous professional education.
  • Collaborate with the Director of Corporate Services to ensure a seamless coordination to patient care and oversee key administrative functions, including recruitment, staff discipline, conflict resolution, budgeting, financial management, and resource allocation.
  •  Work with health facilities to develop annual activity and implementation plans and facility and program-based budgets to implement WPHA Corporate objectives
  • Prepare and submit timely quarterly and annual curative services reports to the CEO.
  • Work with the Director of Corporate Services to manage facilities, procurement, administration, medical supplies, housekeeping, transportation, and security.
  • Ensure the consistent availability of essential medical drugs and supplies for curative care through overseeing effective pharmaceutical and supply chain management
  • Provide medical leadership and mentorship to clinical staff with effective team building strategies
  • Implement National Health Services Standards and coordinate health facilities accreditation assessments
  • Oversee budgeting, human resources, employee relations, staff orientation, training and development, remuneration, and occupational health and safety within Clinical Health Services
  • Direct, coordinate, and manage all activities within Clinical Health Services, including strategic planning, budgeting, and administration of clinical and technical support units.
 
DIRECTOR PUBLIC HEALTH


Reporting to the CEO, the Director Public Health is responsible for the overall management and implementation of public health programs, working closely with government, church-run and partner health institutions to promote a collaborative approach to health promotion and disease prevention. The role demands a blend of administrative acumen, strategic vision and public health expertise. This involves managing and directing public health services through strategic leadership and
providing expert advice on public health services within the Western Province in the functional areas of family health, disease control, health promotion, disease outbreak response and surveillance and environmental health including providing support to districts.


Key Responsibilities:
 
  • Lead and manage staff, provide expert advice and opinion to prevent, promote and implement public health programs
  • Promote quality of service care through the monitoring and evaluation of services, development of protocols, supervision of staff and continuing education in the area of the public health services function Liaise with the Program and Divisional managers to ensure a coordinated approach to public health care, as well as other important responsibilities such as recruitment, staff discipline, conflict resolution, annual budgeting, financial control, resource allocation and utilisation;
  • Prepare annual budget for Public Health programs and work with program managers and staff on developing annual activity and implementation plans
  • Preparation of annual and quarterly Public Health Services Division’s reports,
  • Collaborate and coordinate partnership, implement programs that support coaching and mentoring of public health staff within WPHA
  • Collaborate and effectively contribute to developing and implementing policies, plans, projects and programs relating to the core function of the PHA
  • Effective preparation of annual management reports and budgetary estimates
  • Lead and contribute to effective financial management processes and practices ensuring compliance with Financial Management Act and other applicable regulations relating to disbursement of funds.
 
EXECUTIVE MANAGER – DARU PROVINCIAL HOSPITAL


Reporting to the CEO and working with Director Curative Health Services, the Hospital Manager is responsible for managing and providing strategic and daily operational oversight to the operations of Daru Provincial Hospital.

Key Responsibilities:
 
  • Oversee the operational functions of Daru Provincial Hospital to ensure the delivery of high-quality curative care services.
  • Maintain a high level of working relationship with the WPHA Senior Executive Management.
  • Manage a multidisciplinary specialised curative services within Daru Hospital to achieve optimal patient care outcomes by providing effective leadership, expert advice and opinion to aid diagnosis, management and treatment of patients.
  • Promote quality care through establishment and implementation of clinical governance framework and committees, service monitoring & evaluation and patient feedback, complaints management, protocol development, staff supervision, and continuous professional education.
  • Collaborate with the Director of Corporate Services to ensure a seamless coordination to patient care and oversee key administrative functions, including recruitment, staff discipline, conflict resolution, budgeting, financial management, and resource allocation.
  • Work with Divisional Heads to develop annual activity and implementation plans and program-based budgets to implement WPHA Corporate objectives
  • Prepare and submit timely quarterly and annual hospital reports to the CEO.
  • Work with the Director of Corporate Services to manage facilities, procurement, administration, medical supplies. housekeeping, transportation, and security.
  • Ensure the consistent availability of essential medical drugs and supplies for curative care through overseeing effective pharmaceutical and supply chain management
  • Provide medical leadership and mentorship to clinical staff with effective team building strategies
  • Implement National Health Services Standards, level 5 hospital specialist checklists and coordinate hospital accreditation assessments
  • Oversee budgeting, human resources, employee relations, staff orientation, training and development, remuneration, and occupational health and safety within all hospital operations
  • Direct, coordinate, and manage all activities within Hospital Services, including strategic planning, budgeting, and administration of clinical and technical support units.
Job Requirements:


DIRECTOR CORPORATE SERVICES

Required Qualifications & Experience:

 
  • Minimum Bachelor in Management, Public Administration, Health Administration, Human Resource Management, Accountancy or similar
  • Master’s in business administration, Health Administration or similar would be an advantage
  • Sound knowledge of relevant legislations, general orders and government business processes
  • Minimum of 5 years executive management experience in the public or private sector
  • Proven experience in policy development, planning and organizational change management

DIRECTOR CURATIVE HEALTH SERVICES

Required Qualifications & Experience:

 
  • Bachelor Degree in Medical (MBBS)
  • Postgraduate qualifications in Public Health, Business Management, Health Management, or other Specialist Medical Officer (SMO) field would be an advantage.
  • Current Registration with the Medical Board of PNG as a medical practitioner.
  • Minimum of five (5) years of management experience in clinical practice or healthcare administration.
  • Sound knowledge of Medicine and public health.
  • Proven leadership skills with the ability to motivate staff and foster a collaborative and supportive work environment.

DIRECTOR PUBLIC HEALTH

Required Qualifications & Experience:

 
  • Bachelor Degree in Medicine or Clinical Health related field
  • Post graduate qualification in Public Health, Health Administration / Management, business management is desirable
  • Proven experience of managing health service delivery in the provinces at least 5 years
  •  Minimum of 5 years’ experience at senior management level in the public or private sector Candidates for these three Executive positions must also possess the following:
  • Knowledge of Provincial Health Authority Act 2007, National Health Administration Act, Public Service (Amended) Management Act 1995, revised (2002) Public Service General Order, Public Finance (Management) Act 1995, Organic Law on Provincial & LLG Act 1985, Industrial Relations & Labor Laws and other relevant legislation
  • Understanding of good governance and laws and regulations governing statutory authorities
  • Demonstrated experience in the management of human, financial and material resources in large organizations with diverse functional responsibilities
  • Experience in Policy design, strategic planning & implementation
  • Demonstrated experience in developing Corporate Plan, Strategy Plan and Development Plan
  • Demonstrated interpersonal and personal relationship skills with excellent communication skills, both oral and written
  • Demonstrated experience with boards of statutory authorities is desirable
  • An understanding of PNG health system policies, reform initiatives and the MTDS
  • Knowledge of the Public-Sector Reform and decentralized service delivery
  • Knowledge of financial management, budgeting and strategic management within a large diverse organization
  • Demonstrated experience in areas of effective change management and conflict resolution.


EXECUTIVE MANAGER – DARU PROVINCIAL HOSPITAL

Required Qualifications & Experience:

 
  • Bachelor Degree in Medicine or other Clinical Health related field
  • Postgraduate qualifications in Public Health, Health Administration or Business Management, Health Management, or other Specialist Medical Officer (SMO) field would be an advantage.
  • Current Registration with the Medical Board of PNG as a medical practitioner.
  • Minimum of five (5) years of management experience in clinical practice or healthcare administration.
  • Sound knowledge of operations of a hospital both clinical and nonclinical activities, clinical governance activities
  • Proven leadership skills with the ability to motivate staff and foster a collaborative and supportive work environment.
