VACANCY NOTICE
 
Title:  Technical Officer (Health Emergency Laboratory Surveillance)Deadline for application: 26 July 2019

 WHO Representative for Papua New Guinea

Description of duties:
In close collaboration with the National Department of Health and under the direct supervision of the WHO Team Coordinator (Outbreaks and Health Emergencies) and overall guidance of the WHO Representative, the Technical Officer in Health Emergency Laboratory Surveillance will carry out specific duties as below:
  • To support the development of health emergencies laboratory surveillance quality management plan, as part of the action plan for public health security
  • To establish/sustain formally established laboratory system (network) for outbreak prone and zoonotic diseases (CPHL, IMR, NAQIA, etc) through consultation, regular network review and inspection activities and joint activities in external quality assurance, biosafety and biosecurity
  • To enhance the specimen collection and referral system through
  1. Conduct of regular trainings and refresher trainings on specimen collection and storage techniques to laboratories in the lab network
  2. Conduct of regular Infectious Substance Shipper Training
  3. Establish/renew mechanism or agreement of WHO/NDOH and TNT, DHL, EMS and others; monitoring payment for services of TNT etc in WHO Country Office
  4. Establishing/maintaining a database for the trained and certified specimen collectors and infectious substance shippers
  • To ensure seamless procurement, storage and supply of specimen collection, storage and transportation tools at national, provincial and surveillance sites through
  1. Proper planning and procurement by well-established estimate of needs of the tools
  2. Maintaining a reasonable storage of the tools at national for emergency deployment
  3. Establishment of a real-time database of the tools of supply, utilization and balance
  • To support establishment and sustaining of a lab database of test results of the outbreak-prone diseases with test information from the network labs and shared among members of the network
  • To support the National Influenza Center in terms of the needs in laboratory work
  • To support the implementation of Fleming Fund supported antimicrobial resistance surveillance project
  • To perform any other tasks assigned by supervisors
Job Requirements:

QUALIFICATIONS REQUIRED:

Education
 
  • Bachelor’s degree in Medical Laboratory Science or higher in medicine, public health, and other related areasDiploma or higher training in public health or epidemiology is an advantageHolding certificate of Infectious Substance Shipper Training is a plus
Experience
 
  • More than 5 years working in medical and/or public health laboratories
  • More than 2 years working in biosafety and biosecurity
  • Experience in disease surveillance or disease research is an advantage
  • Experience in working in challenging environment

Functional Skills and Knowledge:
 
  • Proficiency across the Microsoft Office package is required
  • Skills in comprehensive report writing
  • Use of statistical software such as SPSS, Epi Info, Epi Map, Stata etc is advantage
  • Publication of research papers is an advantage, especially as first author
Languages

Excellent knowledge of spoken and written English
