VACANCY ANNOUNCEMENT
Position Title: Human Resource/Payroll Officer
Organization: ADRA PNG
Location: Lae Morobe Province, Papua New Guinea
Responsible To: Human Resource Manager
Position Overview:
ADRA PNG is seeking a proactive and detail-oriented Human Resource/Payroll Officer to support the effective delivery of human resource functions and payroll operations across the organization. The ideal candidate will be a committed HR generalist with a strong grasp of payroll compliance and employee relations, capable of ensuring timely salary processing while fostering a positive workplace culture. This role is critical to sustaining HR best practices and operational efficiency that align with ADRA’s mission of empowering communities throughout Papua New Guinea.
Key Responsibilities
Human Resource Duties:
- Responsible for the timely release of salaries/wages and benefits
- Collaborate with the HR Manager in delivering HR strategies and initiatives that support staff and organizational goals.
- Manage the on boarding process for new hires, ensuring a positive and professional welcome.
- Maintain accurate employee records and personnel files, ensuring data integrity and confidentiality.
- Provide first-level support for employee HR queries regarding policies, benefits, and procedures.
- Coordinate training and development programs, track participation, and communicate opportunities.
- Assist in the administration of employee benefits, including health insurance and retirement schemes.
- Support the performance appraisal process, feedback collection, and review coordination.
- Foster positive employee relations by acting as a reliable point of contact for HR support.
- Prepare HR reports and assist with documentation for internal and external audits.
- Carry out general HR administrative tasks and any duties assigned by the HR Manager.
Payroll Duties:
- Collaborate with the HR Manager in executing HR strategies and initiatives.
- Process and ensure timely release of salaries/wages and pay slips for all employees.
- Perform fortnightly salary and wage recharges post-payroll.
- Compute and remit NASFUND & NCSL contributions accurately and on time.
- Ensure the timely payment and reconciliation of salary and wage taxes.
- Process allowances, long service leave payouts, final pays, and any statutory benefits.
- Carry out annualized tax calculations for employees at year-end.
- Job Requirements:
Qualification & Experience:
- Diploma or Degree in Human Resources, Business Administration, or a related field.
- Three (3) years of Relevant Work Experience:
- Sound knowledge of PNG Labor laws, payroll legislation, and HR best practices.
Criteria for the Ideal Candidate:
- Demonstrate a strong commitment to ADRA’s mission, vision, and values in both professional conduct and decision-making.
- Adhere to the terms and conditions contained in the ADRA Staff Handbook.
- Be literate in both English and Tok Pisin, with the ability to write reports and maintain accurate records.
- Uphold confidentiality, integrity, and ethical conduct in all HR and payroll functions.
- Demonstrate the ability to handle sensitive information with discretion.
- Possess strong interpersonal and communication skills, with a customer-service mindset.
- Show high attention to detail, particularly in time-critical environments and payroll processing.
- Demonstrate specialized knowledge in payroll processes, compliance, and relevant regulations.
- Exhibit experience in HR operations, including recruitment, on boarding, and employee benefits management.
- Show a strong commitment to continuous learning and working collaboratively in a team environment.
- Be able to manage multiple responsibilities and adapt to shifting priorities with ease.
- Be a current member of the PNG Human Resource Institute (PNGHRI).
