Position Title: WaSH Programme Manager

Organization: ADRA PNG
Location: Lae Morobe Province, Papua New Guinea
Responsible To: ADRA PNG Programme Director

Position Overview

ADRA PNG is seeking a strategic and technically experienced WaSH Programme Manager to lead the planning, implementation, and oversight of water, sanitation, and hygiene (WaSH) initiatives across project sites. The ideal candidate will be a dynamic leader with a strong background in WaSH systems, team management, and community engagement. This role demands a results- driven professional who can translate technical concepts into practical solutions, coordinate multi- stakeholder efforts, and ensure quality delivery aligned with ADRA’s humanitarian mission and development goals in Papua New Guinea.


Key Responsibilities:

WaSH Team Leadership:

 
  • Manage assigned WaSH project(s) to meet project objectives within budget and time frame.
  • Provide strong leadership, ensuring short and long-term positive impacts for beneficiaries, local authorities, and WaSH staff.
  • Develop and implement an effective WaSH strategy in consultation with relevant stakeholders.
  • Ensure accurate and timely reporting of activities according to organizational and donor requirements.
  • Supervise feasibility studies for potential WaSH projects
  • Develop concept notes and proposals in alignment with program strategy.

Staff Management:
  • Line-manage WaSH project staff, including day-to-day management, development, and performance Nappraisals.
  • Facilitate regular meetings to ensure information sharing and feedback among project staff.

Financial Management:
  • Maintain budget-tracking tools for effective expense management in coordination with finance department.

Communication and Coordination:
  • Develop and maintain transparent communication structures with stakeholders.
  • Participate in coordination meetings and represent the organization effectively.

Quality Management:
  • Develop and maintain operating policies, guidelines, and procedures.
  • Ensure projects adhere to donor requirements and international standards.
  • Conduct monitoring and evaluation of project activities and communicate lessons learned.
Job Requirements:


Qualification & Experience
 
  • Bachelor’s degree in Environmental Engineering, Public Health, Civil Engineering, Water Resources Management, or a related field.
  • Minimum of 5 years’ experience in managing WaSH programs, preferably within NGO/Humanitarian or development contexts.
  • Proven experience in technical oversight, project planning, and multi-site implementation of WaSH infrastructure and hygiene promotion activities.


Criteria for the Ideal Candidate:
 
  • Demonstrate a strong commitment to ADRA’s mission, vision, and values in both professional conduct and decision-making.
  • Adhere to the terms and conditions contained in the ADRA Staff Handbook.
  • Proven ability to lead multidisciplinary teams, manage staff performance, enforce compliance with organizational policies, and apply disciplinary measures when necessary.
  • Strong collaboration skills with government agencies, donors, and community stakeholders, including experience handling sensitive information with discretion.
  • Excellent written and verbal communication, with demonstrated ability in proposal writing, donor liaison, technical reporting, and inter-agency coordination.
  • Strong financial management skills, including budgeting, resource tracking, and reporting.
  • Knowledge of WaSH standards and humanitarian best practices (e.g., Sphere, HAP), along with familiarity in procurement policies and procedures.
  • Ability to effectively manage organizational assets, vehicles, equipment, and field infrastructure.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook).
  • Willingness to learn, multitask, and thrive in a team-oriented, dynamic work environment.
  • Discretion and ability to handle sensitive information with confidentiality.
  • Previous experience in a similar WaSH Project Manager space is a plus.
  • Effective communication and coordination abilities with employees and the respective partners.
  • Experience working in remote or rural field settings; WaSH-related emergency response experience is an advantage.
